Yes, you need to learn it before you do up a
webpage. The alternative is to use Wordpress blogs, which is a blog content
management system that does not require you to do much HTML.

However to learn it well, you also need to learn some basic HTML codes to be
able to do minor tweaks yourself on the templates (especially for
modifications).
